WHAT IS IHSS?
In-Home Support Services (IHSS) is a service delivery model through Community First Choice (CFC) that allows members to receive care in their homes with greater flexibility and control. With IHSS, members can:
- Select and supervise their own attendants (including family members)
- Choose an IHSS-approved home health agency to serve as their provider
- Receive skilled and unskilled care as part of one coordinated service plan
- Benefit from training and oversight by a licensed health care professional, if needed
WHO QUALIFIES?
To use IHSS, you must:
- Be enrolled in Health First Colorado (Colorado’s Medicaid program)
- Meet eligibility for the CFC program, including:
- Having an assessed need for Personal Care, Homemaker, and/or Health Maintenance Activities
- Meeting an institutional level of care
- If you are already enrolled in an HCBS waiver, you automatically meet institutional level of care
- Participate in service planning with your Case Management Agency (CMA)

Personal Care
Assistance with Activities of Daily Living
Our Personal Care services help individuals maintain their health, safety, and independence with everyday personal care needs.
Services may include:
- Bathing and showering
- Dressing
- Grooming
- Oral hygiene
- Toileting assistance
- Transfers and mobility
- Walking assistance
- Eating assistance
- Medication reminders (when appropriate)
Homemaker Services
Helping You Maintain a Safe, Healthy Home
Homemaker services focus on household tasks that support your health and well-being.
Services may include:
- Meal preparation
- Light housekeeping
- Laundry
- Changing bed linens
- Vacuuming and mopping
- Dishwashing
- Bathroom and kitchen cleaning
- Trash removal
- Grocery shopping
- Errands related to your care
Health Maintenance Activities
Skilled Health-Related Support at Home
Our trained caregivers provide Health Maintenance Activities (HMA) that have been delegated or authorized in accordance with Colorado Medicaid requirements.
Examples may include:
- Assistance with prescribed medications
- Tube feeding support
- Ostomy care
- Catheter care
- Range of motion exercises
- Skin care
- Blood glucose monitoring
- Respiratory treatments
- Other delegated health maintenance activities as authorized
Services are provided only when approved and appropriate under Colorado Medicaid requirements.
